  • ENHANCER Project Cooperatives Support Grant Scheme for Job Creation Information Webinar

International Centre for Migration Policy Development ICMPD in cooperation with Ministry of Industry and Technology is conducting an online information webinar in 16 June 2023 at 10:30-12:30 to announce the Cooperatives Support Grant Scheme for Job Creation call for proposals. 

This grant scheme aims to increase employment opportunities for Syrians under Temporary Protection (SuTP) and Local Host Community (LHC) members by empowering cooperatives and supporting their job creation efforts. The total budget of the cooperatives support grant scheme is 2,592,000 Euros and it is planned to provide grant support between 40,000-200,000 Euros to an estimated number of 13-15 cooperatives. With this support, it is foreseen that at least 150 new jobs will be created. Within the scope of the program, grant support will be provided to cooperatives and unions of cooperatives registered in Adana, Ankara, Gaziantep, Hatay and Şanlıurfa provinces of Türkiye.

In order to be eligible for a grant, the lead applicant must:

  1. be legally registered as a cooperative or union(s) of cooperatives and have their headquarters in the targeted provinces: Adana, Ankara, Gaziantep, Hatay and Şanlıurfa; and
  2. be directly responsible for the preparation and management of the action, not acting as an intermediary; and
  3. have been established at least 1 year prior to the announcement date of this call for proposals;

Applicants may act individually or with co-applicant(s).

Deadline for submission of applications is 25 August 2023.

About ICMPD and ENHANCER

 CMPD which was founded in 1993 and has 20 member states and is active in more than 90 countries worldwide. ICMPD takes a regional approach in its work to create efficient cooperation and partnerships along migration routes. Priority regions include Africa, Central and South Asia, Europe and the Middle East. Its three-pillar approach to migration management – structurally linking research, migration dialogues and capacity building – contributes to better migration policy development worldwide. ICMPD’s "Western Balkans and Türkiye Regional Coordination Office" implements ENHANCER as well many other projects currently in Türkiye.

ENHANCER (Enhancement of Entrepreneurship Capacities for Sustainable Socio-Economic Integration Project)

ICMPD has started to implement the European Union-Funded “Enhancement of Entrepreneurship Capacities for Sustainable Socio-Economic Integration (ENHANCER) Project” in cooperation with the General Directorate of Development Agencies under the Ministry of Industry and Technology as of January 2020.

The aim of the project is to contribute to the mutual harmonization between Syrians under Temporary Protection (SuTP) to the Local Host Community (LHC) through improving entrepreneurship and livelihood opportunities.

Within the scope of the Project, activities are being conducted to increase entrepreneurship activities of Syrians and Turkish citizens and to develop local entrepreneurship ecosystems for effective and inclusive services while contribution to the policy-making, implementation and its coordination at the central and local level will also be targeted.

The Project operates in 11 provinces including İstanbul, Şanlıurfa, Gaziantep, Adana, Mersin, Bursa, İzmir, Ankara, Konya, Kayseri, and Hatay. Approximately 17.1 million € has been allocated for grant support to entrepreneurs and local institutions, SMEs and Cooperatives among the total of 32.6 million € project budget.

The target groups of the project are potential entrepreneurs, local and national institutions, SMEs and Cooperatives. These potential entrepreneurs include both SuTPs and LHCs. In principle, the percentage of these two groups in grant supports and entrepreneurship activities such as training, matching and networking is expected to be 60% to 40%. Target groups for entrepreneurs among the SuTPs registered in the ESSN-European Social Security Network are (i) Syrian university students who expected to be have a tendency towards entrepreneurship, (ii) at least high school graduates with a profession, especially registered or unregistered employees in Turkey (iii) women with at least secondary education. As for another target group; local institutions such as technology development zones, entrepreneurial centres, organized Industrial zones, corporate responsibility projects, universities, organizations of public institutions related to chambers and exchanges provide services for entrepreneurs. Finally, SMEs, cooperatives and central institutions focusing on migration-entrepreneurship and migration-economic development policies at the central level constitute yet another target group of the project.
