Strategic plan regulates basic principles, policies, priorities and the ways-methods that promote them and the distribution of sources in line with medium and long term purposes. Existence of a strategic plan in an institution/a region is an important tool to implement both the determination of priorities, effective use of sources and basic principles of management; participation, transparency, and measurability.
Strategical planning is a participatory and flexible process that regards to existing situation, mission and basic principles - to form a vision - to determine objectives and targets convenient to this vision - to evaluate and monitor by improving measurable indicators.
Strategical planning simply helps to answer four basic questions:
-What is our current situation? (The analyze of intern and extern operational environment of an institutaion including investigation and evaluation)
-What is our reach point? (Answer that includes mission; being a simple expression of the existence of institution , vision; being a realistic, conceptial and pure expression of the future desired, principles directing the operations of institution, objectives; general conceptial results where efforts and actions directed, targets; meauserable results to reach objectives.
- How we can reach that? (Strategies describe the ways to reach our destinations)
- How to evaluate and monitor our success? (Monitoring and evaluation enable us to follow up and evaluate our success. Monitoring could be explained as compiling the administrative information and reporting the application of the plan and the evaluation process as evaluating the performance, that is the degree the obtained results match with the presupposed mission, vision, basic values, goals and targets and reviewing the plan under the light of the results of the performance evaluation.)
